GB-NI movements for Authorised Traders

Companies moving products of animal origin from GB to NI will not require official certification, such as export health certificates, phytosanitary certificates or marketing standards certification. A trusted supplier is any business independently moving its goods from GB to NI, for sale there.

Defra has compiled a list of authorised traders that can benefit from this agreement.

This document specifically sets out guidance on how licence information on Simplified Frontier Declarations should be completed for authorised agri-food traders for movements from Great Britain into Northern Ireland, in-line with the terms of the phased-in solution agreed between the UK and the EU.

The waiver solution is only for those authorised traders making declarations for agri-food movements from Great Britain into Northern Ireland. The waiver does not apply to Live Animals.

Declaration completion requirements for agri-food movements by authorised traders (on behalf of the importer in NI): Import Declarations for movements from Great Britain to Northern Ireland according to Data Element 2/3 of the Union Customs Code (UCC)

Controlled movements consist of:

  • Fruit and vegetables (doc code N002 – conformity certificate issued by the Horticultural Marketing Inspectorate)
  • Plants and plant related products (doc code N851 – phytosanitary certificate issued by Plant Health in the exporting country)
  • Live Animals (doc code C640 – Common Health Entry Document for live animals (CHED-A), Part 1 contains the Defra pre-notification; Part 2 contains the Animal Health inspection decision)
  • Products of animal origin (doc code N853 – Common Health Entry Document for products of animal origin (CHED-P), Part 1 contains the Defra pre-notification; Part 2 contains the Port Health inspection decision)
  • High risk food and feed not of animal origin (doc code C678 – Common Health Entry Document for high risk food not of animal origin (CHED-D), Part 1 contains the Defra pre-notification; Part 2 contains the Port Health inspection decision)
  • Fish caught under Illegal, Unreported and Unregulated Fishing (IUU) Regulations (doc code C673 – IUU catch certificate issued by Port Health in the exporting country)

For DE 2/2, For GB movements into NI, AI code NIDOM must be entered for each Defra controlled item.

For DE 6/1, Net mass must be entered for each Defra controlled item.

Note: For goods transiting through GB i.e. from the EU-GB-NI, AI code NIIMP, covering RoW imports into NI and including goods sent from GB not in free circulation and home use, should be entered.

DAERA have confirmed EU imports do not require CHED reference data to be declared, therefore status code XW (waiver) should be entered alongside the relevant doc code, see guidelines above, with a free text reason ‘EU transiting goods’.
