As many members will be aware import rules will come into force for many goods that come in from the EU with effect from 1st January 2022. From this date any products that contain animal and plant products must be pre-notified via IPAFFS.
The other major change is that some ports will introduce an HMRC system called Goods Vehicle Movement Scheme (GVMS) also referred to as pre-lodgement. This is where ports such as Dover cannot hold or store products and as such HMRC need information to track the importation of products. Some ports may use a mix of temporary storage and GVMS. If you are using third party haulage companies, members must make sure that the haulier understands how the system works and are able to apply for the GVMS reference. This requires either the haulier, or a designated representative, to gather the unique reference number that proves a declaration has been made. This must be done for each consignment carried, when this information is loaded onto the system alongside vehicle and trailer it generates a Good Movement Reference. It is especially important for members to check that EU based hauliers understand the new process and requirements.
The UK Govt have stated they will not halt vehicles that do not comply from the 1st January however what is not clear is whether EU port authorities will allow a vehicle to embark on a crossing without the correct paper work. BFFF would recommend any member importing products that are impacted to ensure they engage a competent customs agent or use a haulage company that offers a total service.
