Health and Safety at Work Act 1974 (Amendment) Bill requires the HSE to publish a Health and Safety Framework on violence and harassment in the workplace, including violence against women and girls

This Bill applies to employers across England, Wales, and Scotland, and to the HSE.
When did it change?
The Bill was introduced on 21 October 2024. The next stage for this Bill, which is the Second reading, is scheduled to take place on 7 March 2025.
What does it mean?
This Bill amends the Health and Safety at Work etc. Act 1974 to:
- Place a requirement on employers to take proactive measures to prevent violence and harassment in the workplace.
- Make provision for protections for women and girls in the workplace.
- Require the HSE to publish a Health and Safety Framework on violence and harassment in the workplace, including violence against women and girls in the workplace.
What’s changed?
This Bill amends the Health and Safety at Work etc. Act 1974 by:
- Inserting new subsections 2(f), (3A), (3B), (3C), (3D), and (3E) which provide for employers to take proactive measures to prevent violence and harassment in the workplace.
- Inserting a new Section 11ZA – Duties of the Executive: health and safety framework on violence and harassment.
- Inserting a new Section 11ZB – Duties of the Executive: guidance for employers.
