Brakes have success with COVID Spot Check Scheme and asked to present to OPSS Business Reference Panel

During the pandemic, for those businesses with primary authority partnerships there is a new initiative for COVID Spot Checks of which some of our members are joining such as Brakes.

Through this partnership, Brakes decided to have a series of voluntary checks completed to put their COVID secure measures to the test.  The initial agreement was to have several sites visited by the enforcing authorities with full compliance being established in line with government guidelines.

Initially sites were contacted by telephone and the COVID spot checks completed by call operatives, although stage 2 concerns were raised by the call operative to the Primary Authority partner, Primary Authority then advised that these concerns were found to be down to interpretation between call centre operative and site operative when in fact the sites were found to be fully compliant.

Paul Duncalf Head of Safety at Brakes commented; ‘we have put much time and effort into making our sites COVID safe, we have an open and honest policy and have embraced the spot check initiative with open arms, we believe it’s good practice to get an external view of any control measures implemented in the workplace and would recommend this process to other companies’ Paul went on to say; ‘these partnerships have no hidden agenda but represent people working together, honestly, openly and to agreed goals and agendas’

The scheme was so successful Brakes were recently asked by the HSE to present at the Office for Product Safety Standards (OPSS) business reference panel. Paul explained how BFFF had introduced Brakes to this scheme which is a free service. Sceptical at first, a number of discussions took place with BFFF, Brakes, Primary Authority (Wakefield MDC) and HSE. Brakes decided that all parties had the same goal and attitude in keeping people safe, there was trust established between all parties.

Simon Brentnall Head of Health & Safety for BFFF said; Brakes are a long standing member of BFFF, in fact 47 years in membership, this is a great example of how a trade association and a company can support each other and the wider industry in dealing with the challenges we face therefore ensuring everyone’s safety and health.

How it works

Current government spot check system

As you know the government are carrying out standard spot checks and inspections on all types of businesses in our sector to ensure they are COVID-secure.

They are making calls to give expert advice on how to manage the risks of COVID in order to protect workers, customers and visitors and to establish compliance. They are also working closely with local authorities, assisting them in the sectors they regulate to check the measures they’ve put in place are in line with government guidance.

The process starts with a stage one call, depending on responses and non-compliance this can lead to a stage 2 referral, at stage 2 another call is then made by those with regulatory training, should the business be confirmed as non-compliant the business is then referred to local authority for follow up and potential visit by an inspector at stage 3.

BFFF Primary Authority spot check system

Should you have a registered Primary Authority Health & Safety partnership with BFFF and Wakefield MDC you will have access to a slightly different process. Instead of the stage 2/3 referral being to any number of local authority officers, your business could be tracked to the BFFF/Wakefield MDC partnership. Wakefield would support and work with you to resolve the issues identified to potentially avoid the stage 3 visit and negate the need for enforcement action at a minimal cost. There are 3 key advantages:

  • COVID-19 Spot check process channelled through primary authority at stage 2/3, instead of a multitude of local authorities nationally therefore giving consistency. In the case of Wakefield, they have intimate knowledge and experience in our industry.
  • Bespoke reports provided by HSE and Primary authority to help maintain compliance.
  • The premises would then be registered as inspection carried out and in most cases closed out at stage 1.

As a member of BFFF you are entitled to join the primary authority coordinated partnerships for Health & Safety which is free. This is free and aligns your business to the governing bodies.

THE FROZEN FOOD YOUNG LEADERS FORUM

The group is currently made up of 17 members from retail, manufacturing, wholesale and cold storage companies within the BFFF membership. The group, launched at the 2020 BFFF Business Conference, was created to develop the younger generation in the Frozen Food industry. Initially, the group planned to go out to site visits for industry talks and tours around some of the pioneering work happening in the Frozen Food Industry, but due to the COVID Lockdowns the group had to adapt to virtual meetings and talks from industry professionals. With the government roadmap coming to an end in July (hopefully), we are making plans for our first face to face meeting at the end of August.

Next week the group will be joined virtually by Ali Hannaford, Director at Paramount 21. Ali will be talking to the group about her experiences over the years of running a small family business and the challenges she’s faced along the way, with Covid-19 being the latest hurdle to get over!

Later this year we are also planning to take a trip to Wakefield for a tour of Newcolds high bay cold store facility and we will also have the opportunity to meet with Charles Banks, Co-Founder of The Food People, who will explain the process of identifying trends and what trends we should watch out for.

If you, or someone in your business, is aged 18 – (circa) 30 and are interested in the opportunity to develop your knowledge of the food industry through talks from industry experts and site visits and also have the chance to network with like-minded people, then the BFFF Young Leaders Forum is for you!

If you would like to be part of the group or you are be interested in presenting to the group or offering a site visit, please email Holly (Hollyjones@bfff.co.uk) and Harry (Harryhinks@bfff.co.uk).

DRIVER SHORTAGES

As many members will have seen covered in the Press over the last few days the Food and Drink Industry is facing a critical shortage of HGV drivers. We highlighted this issue back in April and since then the situation has deteriorated as the Food Service Market has re-opened.

The Federation is involved in a number of forums and round tables to bring pressure to bear on the Government to help in providing some solutions to this issue as we have concerns about the interruption of supply.

It is really important we get as much real detail as possible to back up our position so would request members send in examples of the challenges getting drivers, or indeed staff generally, as the labour issue is spreading to production staff and distribution depots.

Please send any information you have to Siobhan or please ring CEO Richard Harrow (07930 345326)

BUSINESS RATES RELIEF

Back in March the Government announced an additional fund of £1.5bn for businesses impacted by the closure of the Hospitality Sector. This was to provide Local Authorities additional funds to support local companies.

Despite repeated requests from the Federation on when these funds will be available and when members can apply for them, but we are still awaiting confirmation.

We will continue to press this issue on behalf of members but would also urge any member who is looking to access this support to contact their local MP to ask them to question why it is taking so long to access these funds.

Members can find details of their local MP via this link.

THE EPR CONSULTATION

The Consultation on the proposed Extended Producer Responsibility (EPR) has now closed but we would urge all members to lobby their local MP on the potential impact on the scheme being proposed by the Government.

The cost, as calculated by the Government, would transfer £2.7bn of cost annually to Industry. Indeed, experts in the industry have estimated that this cost could increase to £3.5bn.

This will mean members’ packaging, recycling and recovery costs rising significantly with estimates suggesting 20 to 30-fold from the current PRN system.

We have major concerns that the EPR proposal means that Business Waste Collections will become free to businesses and paid for by our members. There is already a very effective system for clearing business waste, and we see no sense in changing this. Furthermore, if you take away the impact of costs to a business then you will not drive a change in behaviour.

The proposal for the scheme to pay Local Authorities for litter collection is also of concern. This has the potential to be both open ended and a massive burden on the scheme.

Members can find the details of their local MP via this link.

If anyone would like support in drafting a letter then please contact BFFF CEO, Richard Harrow, who will be delighted to support you in this.

NEW EXPORT HEALTH CERTIFICATES FROM 21ST AUGUST 2021

GB traders who export certain animals, germinal products and products of animal origin to the EU will need to use new Export Health Certificates (EHCs) from 21st August 2021. This is because the EU is making changes to its laws, which means it is necessary to make updates to EHCs and their accompanying Notes for Guidance. However, EHCs signed before 21st August may be used until October for goods on route to the EU.

In April, Defra made available new EHCs for composite products, some POAO and a new ‘private attestation for composite products exempt from certification by an Official Vet or a Food Competent Certifying Officer (FCCO). You can find further information here.

Defra are now preparing to publish the remainder of the new EHCs and their associated Notes for Guidance. To help traders and exporters familiarise themselves in advance, around 30 of the new EHCs for some of the most commonly traded commodities will be available for viewing on Form Finder from 30 June 2021. The remaining EHCs will follow on 29th July 2021.

Defra have confirmed they will issue detailed guidance and a summary document highlighting the key changes that you need to know about and will continue to work with the EU to provide clarity on any outstanding issues.

With each release of EHCs, support will be provided to Traders with webinars and live Q&A sessions with an expert panel.

Key Changes

The new certificates represent changes for all commodities, but the most significant changes affect: Composites, Germinal Products, Meat Products, Fish and Animals from Confined Establishments. Defra will provide webinars where there are significant changes for commodities, as well as summary documents for use by traders.
