FOOD & DRINK EXPO SHOWCASES OAKLAND INTERNATIONAL SERVICE OFFER

Birmingham’s Food & Drink Expo proved a solid platform for total supply chain solutions specialist Oakland International to showcase their extensive service offer and cement existing relationships and forge new associations.

Oakland International is one of the leading D2C/B2C/B2B specialists in contract packing, storage, picking, food distribution and brand development support covering ambient, chilled, and frozen food, and services retail, convenience, discount, wholesale and food service markets in the UK and Ireland. Their accredited distress load management (DLM) service helps save up to 85% of product from going to waste. A spoiled or distress load can be both food or non-food, and can be caused due to incorrect temperature, collapsed pallets, clandestine infiltration, theft, vermin, or other contamination, with distress loads costly and a frequent occurrence across all industries.

Oakland International Group Innovation Officer Lindsay Winser said: “The expo provided an excellent networking opportunity and proved helpful for strengthening existing relationships with both our customers and suppliers in addition to forging new associations and all in an environment of collaboration, support and mutual success and it was definitely the place to be to experience some fabulous artisan cheese, plant-based products, and some very tasty chicken!”

FSA UPDATE ON THE REUL BILL

BFFF recently attended an FSA Food Industry Liaison Group meeting. Following discussions at the meeting, they have now provided the following update for members on the Retained EU Law Bill:

We have reviewed retained EU law within the FSA’s remit and have provided advice to Ministers, which is currently being considered and we are awaiting a ministerial decision. The FSA has published as part of our recent Board papers (December 2022 and March 2023) the guiding principles we have used to inform our advice. These guiding principles are:

  1. Protecting public health, food safety and standards: we should not make changes which reduce the safety or standards of food produced or eaten in the UK.
  2. Protecting consumer interests: we should not make changes which are detrimental to the wider consumer interest in relation to food (for example by making food harder to afford).
  3. Maintaining consumer and trading partner confidence: we should not make changes which are likely to reduce consumer or trading partner confidence in UK food, or which are inconsistent with our international trade agreements.
  4. Supporting innovation and growth: we should seek to make changes that support innovation, growth and the introduction of new technologies, (including innovation that could help to make food healthier or more sustainable) and remove unnecessary burdens on business.
  5. Managing divergence: we should, as far as possible, seek consistency of approach across GB, in line with common framework commitments. We will consider the impact of divergence on public health and safety and the wider impact for consumers or businesses of having differing rules across the UK.

We are planning to run a consultation on our approach later this year. We understand the industry needs certainty and we will share our plans as soon as we can.

BFFF MEET WITH DEFRA TEAM TO DISCUSS CONCERNS ON WINDSOR FRAMEWORK REQUIREMENTS

Members will recall in last week’s newsletter that we asked for your input into a meeting with Defra’s Design & Delivery team to assist with work relating to the application of the labelling requirements as set out in the Windsor Framework.

Many thanks to all of you who took the time to send us your thoughts. The information you provided allowed for a very constructive discussion and ensured that your voices were heard.

During the meeting we managed to table many of the key areas of concern for members including:

  • The lack of clarity still needed – for example exactly which goods need to be labelled and when.
  • The cost impact involved with shelf, box, or product labelling.
  • The feasibility and practicalities of stickering or printing additional information onto frozen goods.
  • The time taken to sign off and get new artwork printed.
  • The lack of availability at design houses and printers
  • How much frozen stock is typically held by manufacturers and retailers.
  • The short 1-month grace period before which goods must be compliantly labelled.

Defra was most appreciative of the information provided and our engagement with the team will continue, but for now the information will be taken away for further consideration and used to assist them in producing industry guidance.

In the meantime, they have posed a question back to members:

What are the biggest things government can do to help? – they are keen to explore what financial support they may provide, if it would help.

MARSHALL FLEET SOLUTIONS SUPPLY THERMO KING ADVANCER REFRIGERATION SYSTEMS TO BRAKES.

As part of its long-term decarbonisation strategy, Britain’s leading foodservice provider Brakes has introduced 30 new Gray & Adams (G&A) double deck trailers into its primary distribution fleet featuring Thermo King Advancer A500 refrigeration systems. Supplied and installed by TK dealer Marshall Fleet Solutions (MFS), the new trailers are operational within the Brakes fleet, working out of its national distribution centre in Grantham, Lincolnshire.

“At Brakes, we are taking a long-term view about the development and expansion of our primary trailer fleet. The decision to incorporate the latest innovative technology offered by the Advancer A500 refrigeration systems into our fleet for the first time is based on the significant advantages that the Advancer generates. Over their expected 10-year lifetime, these trailers will save more than 600,000 litres of fuel meaning that we will remove 150 tonnes of carbon,” said Paul Vernon, Head of Fleet at Brakes.

Currently, Brakes operates a dedicated primary distribution fleet consisting of 150 trailers, of which Thermo King units are the preferred and majority brand, all supplied through long established TK dealer Marshall Fleet Solutions.

“Generally, we run our double deck trailers for at least 10 years, and sometimes even longer. The combination of Gray & Adams trailers specified with Thermo King trailer refrigeration systems really works for us over this time period, where the trailers are covering at least 225,000 km per annum. With such highly intensive usage, the new TK Advancer A500 systems will not only be generating significant fuel savings, the units will enable us to benefit from additional major carbon savings,” continued Paul Vernon.

“We are delighted that our relationship with Brakes continues to grow and that we are able to support its decarbonisation strategy through the supply and maintenance of these new units. By switching to the more sustainable Advancer units, it is a complete package of benefits from day one. Brakes will automatically benefit from its refrigeration systems using fuel in a much more efficient way, burning less of it, which is turn has a positive impact of reduced greenhouse gas emissions.” said Maria D’Andrea, National Sales Manager, Marshall Fleet Solutions.

Immigration update: News in brief | spring 2023

Home Office statistics published

The Home Office has published new immigration statistics for the year ending December 2022. The statistics include immigration for work, study and family reasons, including new visa routes where these are operational. Overall, numbers of visas granted were down by 11% from pre-pandemic figures in 2019, largely due to a reduction in visitor visas. In the context of work visas:

  • There were around 268,000 grants to main applicants on work visas, almost twice as many (+95%) as in 2019 due to increases in both long-term sponsored work (or ‘Worker’) visas and ‘Temporary Worker’ visas.
  • Grants for ‘Skilled Worker’ and ‘Skilled Worker – Health and Care’ visas represented 86% of long-term sponsored work visas granted and over half (54%) of all work visas granted to main applicants in 2022.
  • Indian nationals were the top nationality granted long-term sponsored work visas in 2022.
  • The proportion of all work-related visas granted to dependants increased from 29% in 2019 to 37% in 2022.

MAC publishes call for evidence on Shortage Occupation List

The Migration Advisory Committee (MAC) has published a call for evidence as part of its review of the Shortage Occupation List (SOL). The deadline for responses is 26 May 2023 and it is anticipated that the MAC will publish the results of its review in June 2023.

The MAC has been asked by the Home Office to comment on:

  • The minimum salary requirement for roles on the SOL.
  • Which roles should continue to be included and which should be removed.
  • Which jobs should be added to the SOL (including those below Regulated Qualification Framework Level 3 but only in exceptional/compelling circumstances).

The accompanying guidance document confirms that the MAC will recommend that the current SOL salary threshold discount (i.e. 20% of the going rate for occupation codes on the shortage occupation list, where this applies) be abolished. The Government is also planning to uprate salary thresholds across the Skilled Worker routes.

This means that the only occupations that will benefit from being on the SOL, and hence the only occupations that will be considered for inclusion, are those for which the occupation’s going rate falls between £20,480 and £25,600 currently (or £20,960 and £26,200 when thresholds are uprated from 12 April 2023).

MAC publishes expedited review of shortage occupations in construction and hospitality

The Migration Advisory Committee (MAC) has published its expedited report into labour shortages in the construction and hospitality sectors, following a request by the Home Secretary on 7 February 2023.

The MAC recommends five occupation codes be added to the Shortage Occupation List (SOL) in relation to the construction sector. It does not recommend any occupation be added in relation to the hospitality sector because, it says, ‘for the few hospitality occupations at skill level RQF 3-5 in-scope, we do not feel that we have sufficiently clear evidence that these specific occupations are in shortage, or, that a lower salary threshold would be sensible’.

Seasonal Worker visa inquiry

The Chair of the Migration Advisory Committee (MAC), Professor Brian Bell, has published a letter written to the Minister of State for Immigration, Robert Jenrick, indicating that the MAC is launching an inquiry into the Seasonal Worker visa.

The inquiry will consider the rules under which the scheme operates, the size and costs of the scheme, the potential for exploitation and poor labour market practice, evidence from international comparisons and the long-run need for such a scheme.

The letter states that, ‘We have no fixed view on the merits of the scheme, but believe it is a good time to review it given that it has been in operation for a number of years.’

Home Office introduces Seasonal Worker concession

The Home Office has updated its Seasonal Worker sponsor guidance, introducing a concession in relation to the ‘cooling-off’ period. The guidance states that the Home Office will ‘exceptionally permit workers to re-enter the UK five months after their 2022 leave expired, rather than having to wait for the full six months cooling off period to elapse’. This is a ‘one-off re-set’ to enable workers to return at the beginning of the 2023 harvesting season and the normal rules will apply to any leave granted for 2024 onwards.

Other changes include highlighting increases to salary levels, which come into effect for applications that are supported by a Certificate of Sponsorship issued on or after 12 April 2023 (as set out in Statement of Changes, HC 1160).

Guidance sets out application routes not eligible for pre-licence priority service

The Home Office has updated its guidance on the pre-licence priority service, which allows employers to prioritise their application for a sponsor licence, by submitting an application by email.

The guidance confirms that the following application routes are not currently eligible for priority service: Global Business Mobility (GBM)-UK Expansion Worker, GBM-Service Supplier, GBM-Secondment Worker, Scale-up, Government Authorised Exchange, International Agreement and Seasonal Worker. The process, fees and service level agreements remain otherwise unchanged.
