KAREN MCQUADE APPOINTED PRESIDENT OF THE BRITISH FROZEN FOOD FEDERATION, SUCCEEDING IAN STONE

The British Frozen Food Federation (BFFF) has appointed Karen McQuade as its new president, succeeding Ian Stone, who steps down after serving in the role since December 2020.

McQuade, a highly respected industry leader, steps into the post of president following her election at the federation’s Annual General Meeting on November 13.

She brings 25 years of experience in the frozen food sector, having attended her first BFFF event in 1999, and has made significant contributions to the industry since.

In 2007 she founded The UK Foodhall Ltd, which has grown into a leader in providing healthy, quality-assured British meat, fish, and poultry products to the school meal sector.

Driven by a commitment to sourcing locally and supporting British farmers and manufacturers, McQuade has earned national recognition, including 17 national business awards and 32 national product awards.

Today her business portfolio includes three additional British food manufacturing companies, employing around 260 people. A BFFF director for six years, she now takes on the presidency with a passion for supporting and representing the frozen food industry, particularly as it continues to address the growing demand for sustainable, waste-reducing, and preservative-free options.

Karen McQuade said: “I have always supported the BFFF for their championing of frozen food and the much-needed voice they give to the frozen-food category. Today, more than ever, we need the BFFF to speak loudly on our behalf about the sustainable benefits of frozen food, its role in reducing food waste, and the quality it brings without added preservatives.

“I’m also a strong advocate for the BFFF’s young leaders’ forum – encouraging the next generation is fundamental to our industry’s future.”

Outgoing president Ian Stone was appointed in September as Chief Executive Designate of apetito UK, with which he has held various roles since he joined in 2003, latterly UK Chief Commercial Officer.

GOVERNMENT PAUSES DEVELOPMENT OF THE SINGLE TRADE WINDOW

Government have announced this week that development of the Single Trade Window (STW) in the 2025 to 2026 financial year has been paused.

The purpose of the Single Trade Window (STW) is to provide a single UK border service that streamlines data across government and trade. Please see the announcement from HMRC below.

As you’ll be aware, the new government faces a challenging fiscal context with difficult choices to make. It is also true that the border has undergone radical change in the last few years, including the addition of new digital capabilities. It is right that this government considers its future plans for the border and how best to meet the needs of its users. It is in this context that development of the STW in the 2025 to 2026 financial year has been paused.

This decision means that the first strategic release of STW functionality, including the user interface for Safety and Security (S&S), will not be launched publicly this year. I know HMRC is already working with you and your members to ensure everyone is aware of the options for submitting Safety and Security declarations ahead of 31 January 2025.

This pause will give the government an opportunity to take stock and further engage with traders, ports, software developers and its other key stakeholders to better understand their needs for the future of operating at the UK border. This understanding will allow us to fully re-evaluate how we can use digital tools to support our border priorities and ensure they have the greatest impact on trader experience.

As part of its efforts to support businesses trading across the UK border, the government will consider the role of the STW and will provide an update as part of the next phase of the Spending Review, reporting in late Spring 2025. Cabinet Office colleagues will be looking to talk with you about the future of the STW in due course.

Extensive stakeholder engagement has taken place on the Single Trade Window with trade representatives, industry experts and specialists for each area of the border. The government would like to thank industry for their subject matter expertise and to reassure all involved that this valuable insight will be retained. Your expertise and knowledge have been, and will continue to be, invaluable. HMRC will work with policy teams and the Technical Delivery Partner to ensure we preserve the assets already built.

BFFF SUPPORTS THE FOOD AND DRINK MANUFACTURERS FORUM AND ALIGNS ITS MEMBERS TO THE STRATEGY THROUGH ITS HEALTHY & SAFETY PLEDGE

Food and Drink Manufacture Forum (FDMF)

Recently Simon Brentnall (Head of Health & Safety) at BFFF attended the Food and Drink Manufacture Forum (FDMF), the group meets 3 times per year. In this meeting the HSE discussed their inspection plan which is multi-year and focusing on health reduction within the industry, this includes manual handling, noise, health surveillance and a duty to manage. We had a presentation from an HSE expert on noise, this outlined how research is now linking high level of workplace noise to other health conditions such dementia, heart disease and stress. Statistics show the second highest industry responsible for noise induced hearing loss is the food and drink industry. The HSE reminded everyone of HSG232 – Sound solutions for the food and drink industry, this guidance gives 60 case studies on noise together with solutions.

The Food and Drink Manufacture Forum (FDMF) is a partnership between Trade Associations, Trade Unions and the HSE. This voluntary strategy demonstrates FDMF members’ clear intent to act together, build upon previous achievements (such as the Recipe for Safety initiative) and to improve the health and safety (H&S) performance of the food and drink manufacturing industry. This forward-looking strategy demonstrates commitment from the food and drink manufacturing industry to the wider national H&S system strategy Protecting People and Places.

In order to protect people and places, central to this strategy is sensible and proportionate risk management which supports and enables business productivity and innovation. The strategy has a particular focus on tackling work-related ill-health. Actions on sharing success and supporting small employers are set out in the strategy.

Delivery of the strategy will only be effective through industry leadership (from directors and all other levels within organisations, and by representative organisations) coupled with effective worker engagement.

The BFFF Health & Safety Pledge aligns itself to this strategy and our members can play their part by requesting a certificate which indicates the company are committed to these values.

DEFRA UPDATE ON SPS CONTROLS FOR FISH AND SHELLFISH DIRECT LANDINGS

Following feedback from industry, Defra, in collaboration with HMRC and other relevant government departments, have made improvements to processes on fish and shellfish direct landings in the EU returning to Great Britain (GB) under customs transit.

From 1 November 2024, where fish and shellfish from UK registered fishing vessels are directly landed into an EU port with the intent to move them directly into GB and not clear EU customs or SPS controls, they may be considered GB goods for both SPS and customs purposes. This is applicable for fish or shellfish that are unprocessed or subjected to primary processing only.

This means that:

  • Where the goods enter GB via a GVMS enabled port they do not need to be notified to IPAFFS or obtain an Export Health Certificate. They also will not be subject to routine checks at the border. They must however be moved under a T1 customs authorisation.  Please refer to HMRC guidance for transit movements: https://www.gov.uk/guidance/transit-manual-supplement. Please contact your intended port of entry to check if it is a GVMS enabled port.
  • Where the goods enter GB via a non-GVMS enabled port they need to be notified on IPAFFS as a low-risk commodity, but they do not need to obtain an Export Health Certificate. They also will not be subject to routine checks at the border. They must however be moved under a T1 customs authorisation.
  • Goods moving in transit to GB will need to be accompanied with evidence to support their GB origin and that they were caught by a UK vessel. This evidence can be in the form of, the ship’s logbook, a landing declaration or a catch certificate. For non-GVMS points of entry, this evidence should be uploaded to IPAFFS when the notification is made. For points of entry with GVMS, the carrier will need to provide this evidence at the point of entry.
  • This guidance will also be available online at Importing or moving fish to the UK.

SHAKESPEARE MARTINEAU NAMED AS BFFF MEMBERS’ LEGAL PARTNER

The British Frozen Food Federation (BFFF) has named Shakespeare Martineau as its legal advice partner.

Joining forces to develop a new dedicated legal section on the BFFF member website the national, B-Corporation accredited firm will be providing regular legal updates, information, deep-dives and guides into the issues faced by the food sector.

Experts in the frozen food industry and cold chain, Shakespeare Martineau offers a full legal service, from corporate, commercial and property through to litigation, restructuring and succession planning.

MAGNAVALE’S EASTON DEVELOPMENT, ENTERS FINAL PHASE

Magnavale is excited to announce that construction of its highly anticipated cold-store facility at Easton is entering the final stages, with the completion and commissioning phase well underway and exclusive access to the facility now being allowed for some customers. This state-of-the-art development enhances Magnavale’s portfolio of temperature-controlled storage facilities, adding a further 101,000 pallet positions.

The main building and plant rooms are now fully complete, and testing of the advanced new automated storage and retrieval systems concluded in October, setting the stage for the first intake of goods for some key customers. The Magnavale Easton team moved into the newly finished offices in October to be closer to the action as the store comes fully online.

At the same time, external works, including the finishing touches to the delivery yard, and the installation of new car parking facilities, are progressing smoothly, with the new access road to Burton Lane on track to streamline the flow of traffic on and off site.

Designed by leading experts in the industry, the new temperature-controlled facility is built to ensure seamless operations during peak periods, such as the busy Christmas season. With multiple pallet ingress and egress points, the facility is engineered to prevent bottlenecks, while integrated redundancy measures guarantee that there is no single point of failure.
