BRAKES TAKES HOME NINE AWARDS IN THE QUALITY FOOD AWARDS

A raft of products aimed at helping customers navigate a pandemic-impacted market has seen Brakes winning seven category awards at the Q Awards, more than half of those available.  The UK’s leading foodservice wholesaler also took home the coveted Foodservice Operator of the Year title and Foodservice Product of the Year, for its Pumpkin Mac & Cheese Bites.

CLIMATE, GAS AND CO2 SECURITY KEY THEMES OF ADBA 2021 NATIONAL CONFERENCE

On 14 December, Lord Callanan, Parliamentary Under Secretary of State (Minister for Business, Energy and Corporate Responsibility) will address the 2021 UK Anaerobic Digestion and Bioresources Association (ADBA) National Conference the first physical event hosted by the trade body since the outbreak of the Covid pandemic nearly two years ago.  The event in Central London will highlight how anaerobic digestion (AD) is the ready-to-go, low-cost technology that can deliver climate, gas and CO2 security – three critical issues currently affecting the UK.

In his keynote speech, Lord Callanan will provide an update on the Green Gas Support Scheme, explain the Government’s policy for biomass and explore the role of AD in the UK’s Net Zero strategy.

COP26 President Alok Sharma dubbed the period 2021-2030 “the decade of delivery” and this year’s ADBA National Conference will demonstrate how the AD industry can, over the next nine years:

  •  reduce the UK’s annual greenhouse gas emissions by 6% and help the country fulfill its Paris Agreement and Global Methane Pledge commitments
  • meet 25% of the UK’s domestic gas demand
  • provide over 100% of the UK’s CO2 demand

Sessions will cover the outcome of the COP26 summit and how AD can deliver 25% of the UK’s Global Methane Pledge commitment, the delivery of separate food waste collections from 2023, farming regulations on digestate and the decarbonisation of transport.

Philipp Lukas, Chief Executive of Future Biogas, will also present his company’s vision for carbon capture and storage and join a panel discussion on bio-CO2.

Charlotte Morton, ADBA Chief Executive, said: ” The UK is entering a new era of waste (or should I say resource) management to achieve greater climate, gas and CO2 security. What makes this year’s ADBA National Conference so pivotal is that we’ll emphasize how AD can deliver on all of these, especially the Global Methane Pledge, and address the barriers to the industry’s growth that MUST be lifted if we are to fulfill its potential.

As we have long be campaigning, there’s no net zero without biogas. Treating organic wastes through AD curbs methane and other GHG emissions across agriculture, food manufacturing, food waste and wastewater treatment, and crucially generates the valuable bioproducts needed to develop a sustainable, green circular economy for the UK.  It’s a ready-to-use, mature technology that, given the right policy support, can rapidly make a huge contribution towards the UK’s transition away from fossil fuels to a self-sufficient, secure, low-carbon economic model.  

As we emerge from the Covid pandemic, the AD industry can also bring tens of thousands of green jobs to the market and help boost employment across multiple sectors. If the UK is to deliver this decade, AD must be an integral part of the plan. We’ll be honoured to welcome Lord Callanan to our Conference look forward to hearing his insights on this topic.

SIG PACKAGING GROUP MEETING UPDATE

The Special Interest Group on Packaging met again this week. At this meeting we focused on ideas to reduce plastic in the supply chain, covering things like pallet wrap and box liners, used only in production. It was clear that several participants had done some work is this area, although several also said they has still to investigate this area of packaging use.

We had two BFFF members, Excelerate and Hanmere Plastic explain that a good starting point would be for members to invite their suppliers of plastic materials into their factory or distribution centre to audit the current process. Keith Miller of Hanmere gave real examples of where this had happened and the significant savings on the volume of plastic being used. We also had a presentation from Southgate Global on different types of pallet wrap machines.

Where plastic is in direct contact with food it is impossible to use recycled content, here the focus should be on reducing gauge and / or reducing the absolute amount of plastic used. One example given by our presenters showed that one company had discovered from an audit that they could change one material used in their production process to one containing recycled product as it was not in direct contact with food.

We discussed options to reduce pallet wrap gauge, even if a customer specifies a certain gauge. It was clear the environment now exists to talk to your customers as everyone is keen to find reductions. The use of recycled content in pallet wrap brings its own issues and challenges. However, the key message was work collaboratively with your suppliers and customers to find solutions.

IMPORTANT UPDATES REGARDING FISH EXPORTS TO CHINA

Defra have issued several important updates from the Chinese customs authority (GACC) regarding fish exports to China. Please see below. Should you have any questions, we would suggest you send them directly to exports@apha.gov.uk to ensure you receive the very latest information.

 

DALIAN

We have been informed that due to an outbreak of COVID-19 in Dalian (which China believes has been transmitted via cold- chain product imports), no further exports will be permitted to enter Dalian for the foreseeable future. As a result, their cold stores have been closed. Therefore, please avoid exporting to Dalian at present.

 

IMMINENT VIRTUAL INSPECTIONS BY GACC – ADDITIONS LIST 

As you are aware, new applications to export to China may result in an inspection request from GACC.

We have recently received information from GACC indicating that two or three sites currently awaiting approval to export to China are likely to be inspected before 1st Jan 2022. This does not include sites currently awaiting relisting audits following COVID-19 outbreaks. We will be in touch directly with any exporters selected by GACC for inspection once they have been identified.

Those subject to virtual inspections should expect it to cover both food hygiene and COVID-19 protocols.

 

ADMINISTRATIVE AMENDMENTS TO LISTINGS

Type: GACC have advised us of an amendment to the way in which the ‘type’ field is submitted:

  • Previously, the optionswere: PP-Processing Plant; FV-Fishing Vessel; Transporting Vessel; FFV- Fishing and Factory Vessel; and CS-Cold Store. If your establishment was registered as both a PP and a CS, this would have been listed as ‘PP & CS’ on the spreadsheet.
  • In future,only one type will be permitted by GACC to be listed. Therefore, if your establishment has both a PP and a CS, this will be listed as just ‘PP’ in future.
  • We have been assured thatyou will still be able to export as a CS providing it shares the same approval number with your PP, it is simply a change in how this information is presented. We have already shared the amended list with GACC for current exporters so please do not be alarmed if you notice a change in type to just ‘PP’.

Processing methods: GACC have also notified us of a minor adjustment to the list of processing methods:

  • Cannedand bottled will now be listed as ‘cooked’.
  • Refining oilwill now be listed as ‘fish oil / shrimp oil’
  • Once again, we have already shared an amendment of the current exporter list with GACC, so you may notice this adjustment in due course.

 

DECREE 248

As you will be aware, Decree 248 will be implemented from 1st January 2022. We are in close contact with the British Embassy in Beijing, and have been advised of the following guidance, but please note that this information may be subject to change as we continue to receive clarification and updates from GACC.

 

LEGAL REPRESENTATIVES

We would like to draw your attention to Article 19, Decree 248:

In cases of changing production site, legal representative, or registration number in the country/region where the manufacturer is located, the overseas (i.e. UK) manufacturer shall re-apply for registration, and the original Chinese registration number will automatically become invalid. 

If the actual owner of the business remains the same, but the management of the production site (factory) of the enterprise is changed, the registered enterprise can apply for information change first, and the GACC will evaluate the corresponding change to see if it has an actual impact on the enterprises food safety and hygiene management and control and decide whether to approve the change. 

If it is assessed that the relevant changes and adjustments may affect the food safety and hygiene management and control of foreign enterprises, GACC will require the enterprises to submit a new registration application. 

After the new registration application is approved, the original Chinese registration number and registration will be invalid automatically.

Our understanding is that:

Legal representation means the owner of the site. Therefore, where a site is bought by another company and has a new owner, the site will automatically need to reapply for approval.

Legal representation does not necessarily mean the site manager. However, where an individual site manager changes, the site should apply to GACC for a change in information and GACC will make a decision on the need to reapply for approval.

If reapproval is needed, the GACC registration number will remain valid until the new approval (and subsequent new GACC registration number) is confirmed. We have had no formal request from GACC to register legal representatives at this time.

We will continue to work with the British Embassy in Beijing to gain additional/ ongoing clarity on the situation for both new and existing exporters. Further updates will be communicated as and when they are received.

 

REGISTRATION PERIODS

All currently registered exporters have been granted a one-year licence ‘extension’ by GACC. Therefore, the earliest expiry of any licence will be 31st December 2022. We will have to see how GACC actually implement this system, but companies will have to apply for re-registration between 3 and 6 months prior to the expiry date.

Please be aware that we are still awaiting further comment from GACC on the proposed new fishery product EHC, therefore the existing EHC remains available and signable.

 

 

 

PLASTIC TAX UPDATE

Last week HMRC ran two webinars outlining further details on the Plastic Tax that comes into force on 1st April 2022. The Tax of £200 per tonne will be applied to most plastic packaging unless it contains 30% recycled content. The first webinar was called “Introduction to Plastic Packaging Tax”, members can access a recording of the webinar by following this link). The second webinar was called “Plastic Packaging Tax -admin and technical aspects”, again members can access a recording by following this link. (note you will have to login to watch both of the recordings)

Members can also access some slides that we have created for our SIG Packaging meeting held on 16.11.21, these summarise the key points from both webinars. There is still more guidance to be published over the coming months as there are still many questions that need to be answered.

What is clear is that many members will find it impossible to use recycled content as the use of mechanically recycled material is not permitted in food contact packaging. Whilst there is now some chemically recycle material, it is very limited volumes and questions remain on how it can be verified. The key strategy should be to reduce the amount of film used.
