FDF WEBINAR – THE IMPACT OF “NATASHA’S LAW” ON FOOD INFORMATION AND LABELLING REQUIREMENTS

Last week (29th April) the FDF hosted a webinar on ‘The Impact of “Natasha’s Law” on Food Information and Labelling Requirements’. The webinar was presented by Nicola Smith, a regulatory lawyer from Squire Patton Boggs. Nicola provided an update on the labelling requirements for food and drink products which are ‘prepacked for direct sale’ (PPDS) from 1 October 2021.

The webinar includes consideration of the regulatory framework, what comes within the scope of the new requirements, considerations around precautionary allergen labelling and the relevant provisions of the FSA’s technical guidance.

The BFFF is currently in the process of updating our PPDS guidance with our Primary Authority to ensure it fits with the new regulations coming into force later this year. Once this guidance is available, we will let members know.

WEEKLY EXTENDED PRODUCER RESPONSIBILITY CONSULTATION

As we have previously advised, Government are currently undertaking a consultation on EPR which will replace the current PRN system for the recovery and recycling of packaging.

The Federation will respond to the consultation supported by the Specialist Interest Group on Packaging.

We are also involved on the workshops being run by INCPEN on understanding the list of types of materials that will need to be reported. We appreciate the support by members Bidfood and Greenyard Frozen with Lee Wills and Nick Hoare representing the Federation at these vital workshops.

This consultation is the second on EPR and we find it alarming that between the consultations the cost to industry, and you our members has escalated immensely from circa £1.5bn in the 2019 consultation to £2.7bn now.

We had hoped to provide members with a template, so they could respond directly to the consultation if they wish to, however, after an investigation the response requires businesses to answer some 180 questions.

We are now investigating if we can provide members with a summary of our key responses that they could forward to their local MPs. We will keep you advised on this.

HFSS FOODS

As members are aware, the Government is proposing many restrictions on foods that are deemed to be high in fat, sugar, and salt (HFSS).

The proposed measures will have major impact on some frozen categories such as pizza and ice cream. The Federation continues to lobby Government and MPs on these measures to explain the negative impact it will have.

As part of this, CEO Richard Harrow joined with the Pizza Pasta and Fine Food Association a meeting with John Stevenson who is the chair of the All-Party Parliamentary Group for Food and Drink to explain the issues this creates for our members.

John is a great advocate for the food industry, and we managed to secure his commitment to lobby on our behalf for a more realistic approach.

We will continue to press for a more balanced approach, with a greater call on education for consumers.

CGA AL FRESCO INSIGHT

CGA have kindly shared with us their Pulse Consumer survey into behaviours upon reopening, conducted between 19-21st April. This is a more comprehensive and detailed version of the Consumer Pulse Survey available on their website.

Some key highlights:

  • Overall consumer visits were in line with or better than expectations and most importantly most consumers felt safe during their visits, but operators will need to continue to ensure Covid-19 safety measures are followed and communicated to reassure those who are more apprehensive
  • Satisfaction with overall visits and safety measures has led to consumers feeling confident to return to the sector quickly after their first visit, with just under half planning on returning within a week
  • The removal of the substantial meal restrictions imposed during last lockdown has seen the return of the drink led occasion with 42% of visits being predominantly drink-led
  • Pre-booking within the first week posed both an opportunity and a barrier, deterring people from making spontaneous visits for fear they won’t get a table or deterring people from going out more because they felt pre-booking was a hassle
  • The average consumer made 2.4 visits and spent 1 to 1.5 hours in each venue, with pubs being the most popular channel. However, pre-booking and time restrictions on venues have resulted in consumers visiting more venues when out compared to July last year
  • Habit remains the core driver to choosing drinks but with growing confidence comes a slight increase in consumers desire to experiment or try brands they discovered at home during lockdown
  • For the 56% of consumers who didn’t return within the first week, sitting outside is the biggest barrier, followed by concern over safety measures such as social distancing, hopefully reopening of indoors on 17th May and the continued rollout of vaccines will help to lessen these concerns

CGA GO TECHNOLOGY REPORT

CGA have shared with us their GO Technology report conducted and compiled with Zonal, looking at the customer journey through Pubs, Bars and Restaurants and identifying areas where technology can play a part in aiding process for staff or alleviating the frustrations of consumers and also how those consumers view technology in light of the pandemic and the increased usage we have seen.

Top take-outs

  • Two in five (40%) people agree that tech has improved their experiences, compared to just 11% who disagree.
  • It’s all about timing and attention, people don’t like struggling to get their servers attention or waiting too long for their food, that said they also don’t like being rushed. In the case of timing it’s all about being appropriate.
  • Use tech to allow servers to spend more time with guests – 33% of people say that the thing they value about service is how friendly and helpful it is, use your tech to enable your servers to be at their friendliest and most helpful.

UK ENSHRINES NEW TARGET IN LAW TO SLASH EMMISSIONS BY 78% BY 2035

The UK government will set the world’s most ambitious climate change target into law to reduce emissions by 78% by 2035 compared to 1990 levels.

In line with the recommendation from the independent Climate Change Committee, this sixth Carbon Budget limits the volume of greenhouse gases emitted over a 5-year period from 2033 to 2037, taking the UK more than three-quarters of the way to reaching net zero by 2050. The Carbon Budget will ensure Britain remains on track to end its contribution to climate change while remaining consistent with the Paris Agreement temperature goal to limit global warming to well below 2°C and pursue efforts towards 1.5°C.

For the first time, this Carbon Budget will incorporate the UK’s share of international aviation and shipping emissions – an important part of the government’s decarbonisation efforts that will allow for these emissions to be accounted for consistently.

The government is already working towards its commitment to reduce emissions in 2030 by at least 68% compared to 1990 levels through the UK’s latest Nationally Determined Contribution – the highest reduction target made by a major economy to date. This world-leading announcement builds on the goal to achieve a 78% reduction by 2035.

The new target will become enshrined in law by the end of June 2021.
